Not as such, but you can do voice narration in Word that becomes text. You can also upload an mp3 file and it will transcribe it.
On the Home tab in Word, choose the dropdown arrow under the Dictate button. To do your voice to text live, choose Dictate. To upload a file with audio, choose Transcribe.
