Q. I can't find the Designer tool that should be under the Design tab in Photoshop.

This tool is only available through subscription services which include Office 365. Faculty do not always have it automatically installed. Many faculty have Office 2019. I spoke with TigerTech and they are okay with faculty installing Office 365 on their computers. This adds functionality including the Designer tool and Subtitles.
