For this to work, your TigerNet ID must be activated. Even if you can log into Blackboard, your TigerNet ID may not actually be "activated." Find out how to activate your TigerNet ID here: https://www.fhsu.edu/technology/activate/ 

Then, go to https://www.fhsu.edu/tigertech/o365/#geto365 and expand "Get Office 365" and follow the steps.
