First, make sure Flash is enabled in Chrome. Use the 3 dot menu in the upper right of the Chrome menu window and choose Settings. Type Flash in the search box. Click "Site Settings" and scroll down to the bottom where it says "Flash." Click to open a new window and click the switch to change from "Block sites from running Flash" to "Ask First." You may need to do this each time after you close your browser.

In this particular case, there was also an issue where the Blackboard class permissions weren't set properly.
