The fix is using the text wrap (rainbow/arch) tool that you should see floating near your image. The anchor shows up when you use a text wrap option that is not “In Line with Text.” It shows that even though you can move the picture freely, it’s still anchored to the text where it started, so if you hit the return key, the picture will move down with the text.
If you don’t want the picture to move around, you can try the bulleted option at the bottom of the text wrap tool box to “Fix position on page.”
