Use section breaks (I used Continuous to avoid a blank page) to divide the paper into three sections. The first will have no page numbers, the second will be page one and the third will be the remaining pages. Be sure to turn off the "Link to Previous" button in each header and footer. Use Page Number formatting to define which page number to start with.
